update cockroachdb build (go1.22 + small dep updates)

This view is useless because I deleted a ton of Bazel cruft, but if you want it: oxidecomputer/cockroach@865aff1...2eee7af

I've tested upgrade/downgrade with the go1.22 change.

Main changes that actually impact built code:

• go1.22: update go toolchain to 1.22 cockroach#20
• build(deps): bump github.com/jackc/pgx/v4 from 4.13.0 to 4.18.2 cockroach#28 (GHSA-m7wr-2xf7-cm9p GHSA-mrww-27vc-gghv GHSA-7jwh-3vrq-q3m8)
• build(deps): bump github.com/golang-jwt/jwt/v4 from 4.0.0 to 4.5.2 cockroach#30 (GHSA-mh63-6h87-95cp; affects only use of the Azure SDK, clearly not used by us)
• build(deps): bump github.com/golang/glog from 0.0.0-20210429001901-424d2337a529 to 1.2.4 cockroach#32 (GHSA-6wxm-mpqj-6jpf)
• build(deps): bump google.golang.org/protobuf from 1.28.0 to 1.33.0 cockroach#33 (GHSA-8r3f-844c-mc37)

Changes that only affect build-time deps:

• build(deps): bump github.com/Masterminds/goutils from 1.1.0 to 1.1.1 cockroach#23 (GHSA-3839-6r69-m497 GHSA-xg2h-wx96-xgxr)
• release: drop pick-sha command and go-jira dep cockroach#27
• import-tools: remove bazel-remote cockroach#29
• bootstrap: remove buf from go.mod cockroach#34

Changes that only affect the console (JavaScript):

• build(deps): bump pbkdf2 from 3.1.2 to 3.1.3 in /pkg/ui cockroach#21 (GHSA-v62p-rq8g-8h59 GHSA-h7cp-r72f-jxh6)
• bump form-data from 3.0.0 to 3.0.4 in /pkg/ui cockroach#35
• remove ancient cypress from optionalDependencies cockroach#36
