All in all, looks good. I put a few comments on each file that stood out to me. When you solve those, then I'd ask you add information to the changelog like we discussed.

Thanks for addressing those comments. Everything seems to look good. Ok to merge into dev. A future release will capture these changes. Note that if ORBIT is pip installed will not include these changes.
Description
This pull request updates key ORBIT data and parameters to align with the inputs used for the Cost of Wind Energy Review: 2025 Edition. The goal is to keep ORBIT consistent with the most recent industry benchmarks and data sources.
