role poetry: remove and install via pipx instead

Tests for poetry are currently failing. Taking the opportunity to refactor and remove the separate role for poetry. We can install poetry using pipx instead.

• Set POETRY_HOME and other variables for each regular user

pipx on Ubuntu 20 is too old to support installing poetry. Keeping this a Draft until we drop Ubuntu 20 support.
