This PR is an attempt at prototyping a system for conditionally filtering out fields and their values from a Query or Mutation, based on a config map.
Basically this will do a "poor man's" private data available to the GraphQL server as well as the dapp
Resolves JoinColony/colonyCDapp#1860 (or at least at basic level)
