Fixed frames names in fusion_localizer for PR 40
Robot_localiztion can work as a local filter if world_frame is set as odom or as a global filter if world frame is map.
I set all world frames to map for this version that only includes a global filter.

…depending on filter mode: local or global. This first version works as only global filter, so I changed world frame to map
