Sequencer can now enable/disable camera controllers, as specified by the sequencer.cfg file without needing to reconnect or reload waveforms. This is fast-disable which turns off the biases and sends no clock signals.
This resolves issue #389 and when tested should close issue #298
I tested this once, but have made a few changes and should be tested again before merging.
