[DEV-7134] Use new averageVoltageSpreadThreshold field for tap optimisation

Description

Uses new averageVoltageSpreadThreshold field for tap optimisation, which replaces voltageDeltaAvgThreshold.

Test Steps

Use in tandem with the updated EAS and ensure the tap optimization config is sent correctly (schema-wise)
