…ollow method Since CURLOPT_FOLLOWLOCATION will cause an error when safe_mode or openbase_dir are active, I've added a check and substituted a different follow method from http://php.net/manual/en/function.curl-setopt.php#102121

I've added checks for open_basedir and safe_mode, and included an alternative follow method (http://php.net/manual/en/function.curl-setopt.php#102121) if either of these is enabled.
