This commit introduces a new configuration option 'usePolling' in PeerStorageConf. This allows users to choose polling instead of inotify to watch file changes. This option is optional and is set to false by default. Changes are reflected in PeerStorage.ts, readme.md, and types.ts.

Adds an option to use polling mode for the storage peer type. Enabling this option should fix the issue from #14.
