Context
In this PR #221, I added a new TaskStatus called CANCELLED. This increases the number of TaskStatus form 8 to 9. CacheKey supports max 8 items.
-- This PR renames CacheKey to WeightedCacheKey
WeightedCacheKey is used to store these statuses in memory. This PR expands v to support 32 items, 5 bits.
Additionally, this PR updates the changelog to explain the changes around Cancellation and the Cancel taskstatus.
