hammer_cli_foreman: Update ruby-hammer-cli to 3.18.0

Bot misses updates to the control file during the automated version bump. This patch fixes the version of ruby-hammer-cli that hammer_cli_foreman depends on.

@ofedoren Could you please chime in here? I wonder why we bumped the dependency to 3.17.0 here in deb packaging, but not in the gemspec.

I'm afraid it's just an oversight. Ideally hammer-cli and hammer-cli-foreman should have the same versions (at least X and Y in X.Y.z), so hammer-cli-foreman should ideally depend on the same hammer-cli, but since there were no major changes and we still have an open pin, it shouldn't be a problem.
