There is a magic combination of twine and setuptools that works, but the damage was

  1. license file is removed from metadata. this is a temporary fix. the schema is changing with new setuptools and pip, and we can update the field after a few iterations
  2. python 3.8 support is dropped because setuptools stopped supporting it a while . This is an acceptable solution as 3.8 is end-of-life
