Ranges are not always in the form 1-2 or A1-n there are valid arguments such as 5 11 20, 1-20~5-6, ~5 and many more.

This allows us to read the remaining metadata instead of raising an
exception. We need this to read the page count in pdfs without an info
dictionary.
