Cannot update hardhat to the latest 2.28.x; falling back to 2.27.x. The reason being added to .syncpackrc:

  • rules 
     - label: Pin hardhat due to a bug during deployment of contracts
   dependencies:
     - "hardhat"
   pinVersion: "2.27.2"
 - label: Pin hardhat-ethers due to it will require hardhat@^2.28.x
   dependencies:
     - "@nomicfoundation/hardhat-ethers"
   pinVersion: "3.1.2"
