This PR adds the codeowners policy.
Codeowner permissions are granted to maintainers by Lead Maintainers. They are given permission to process and merge pull requests by themselves, including pull requests authored by themselves, as long as:
The policy explicitly states that having codeowners permissions does not give the maintainer the right to merge large swaths of undocumented code or neglect testing. Codeowners permissions can be revoked by any Lead Maintainer at any time.
