This PR adds Support for Paper 1.21.8+

Changes

  • Update Gradle to 9.2.1
  • Update Paperweight to 2.0.0-beta.19
  • Update Paper to 1.21.10
  • Update Adventure to 4.25.0
  • Update Sonatype-central-portal-publisher to 1.2.4
  • Fix packet sending in PaperPrefixesDisplay (replace sendPacket() with send())
