I think this was working before only because of
let latestVersion = versions.sorted().last!Because this is the content of the pm folder

I've separated the logic to find the folder (which seems to be always at
lib/swift/pm/4_2/), and the version used to compile thePackage.swiftwhich depends on the version specified on theswift-tools-version.
