[WIP] Add server root directory support

• Resolve issue Add command line argument to support serving files from a specific directory #6
• Modify setup.py to
  • Eliminate use of local file reads
  • Clarify which versions of Python are supported
• Add setup.cfg so we can have universal wheels and long descriptions without reading it ourselves
