feat: configurable state dir at compile time

This allows for an alternative directory to be used for local state (base image install + state data) when CONFIG_STATE_DIR is set at compile time.

Example:

CONFIG_STATE_DIR="/var/local" cargo build --profile release --target x86_64-unknown-linux-musl --features embedded_image
