Switch our OpenStack container images from using Ubuntu Jammy to using Ubuntu Noble. Drop the suffix in our container tags that includes the Ubuntu name since we'll only ever target one Ubuntu version there is no advantage in including this in the tag. Update all of our plugin packages to use Python 3.12 since that's what is in Ubuntu Noble. Drop patches that have already been merged upstream as well.
