We should not mention untested binaries on getting started page (there are no CI for Windows-ARM64, is there?)
I think it's somewhat related to pytorch/pytorch#154260
@malfet thanks for helping us with mergeing testing for PyTorch on WoArm64. In this case can we merge the changes here? |

Added extra download links and commands to differentiate x64 from arm64 windows builds. This depends on the PR from test-infra: pytorch/test-infra#6652
