This PR contains work to

  • fix irregularities in formset views (that appear to stem from a library bug that has been patched)
  • exposing formset errors in validation in the template
  • enhanced debug logging on formsets in case of further problems
  • queryset fixes to add existing staff into package staff (previously they would be removed)

Other sundries

  • load chart cosmetic fix for groups with no allocation
  • interface for 90%, 110% boundary lines, and sorting by load added for load charts
