By default this flag is unset. In this state, it behaves as BoltWorldGuard did previously: the ability to lock things is tied to your ability to place blocks or entities. When the flag is set to DENY, you cannot lock anything in that region. When the flag is set to ALLOW, you can always lock things in that region (even if you cannot place blocks)
