Fixed the never-ending loop caused by using `parameters` instead of `queryParameters`. If vulnerabilities or dependencies had a second page the action would take as long as the access token's expiration.
Modified the puppeteer's launch method to prevent this to hang in Linux, as per: https://stackoverflow.com/a/61050539

Changed the action configuration to run using node 16, the underlying code would need to be upgraded but this removes the deprecation warning in the pipelines using it.

This PR is meant to help with a partial implementation of handling the template parameter based on the work done by GeekMasher.
This includes a pretty basic report template that breaks open issues by severity. It also includes an action for updating the dist folder, as well as some PRs suggested by Dependabot.
