This PR resolves #101, to expose listener ports so that rvic-daccs can send timestamps in the convolution processes back to osprey-flask-app for progress information. This also updates the installation from Python 3.8 to 3.10 and sets up actions for more up-to-date Python versions, and enables
gunicornconfiguration variables to be set at runtime.
