Add storage tiers for relics #22

- Add `S3_EPHEMERAL_BUCKET_NAME` configuration. - Add `tier` column to `Relic` model and migration script. - Update `StorageService` to support multiple buckets based on tier. - Update `create_relic` and `fork_relic` to assign "ephemeral" tier to expiring relics. - Update relic deletion and retrieval to use the correct tier.
