What kind of change does this PR introduce?

This PR introduces a documentation update to clarify the licensing information
for the Scorecard public dataset published via BigQuery.

  • PR title follows the guidelines defined in our pull request documentation

What is the current behavior?

The README mentions the Scorecard BigQuery public dataset but does not explicitly
state the license under which the dataset is provided.

What is the new behavior (if this is a feature change)?

The documentation now clearly states that the Scorecard public dataset available
via BigQuery is provided under the same CDLA Permissive 2.0 license as the
Scorecard REST API data.

  • Tests for the changes have been added (not applicable for documentation-only changes)
