I thought the mailing-list postings were useful IMO, as it reminded people that the meeting took place. And since the meetings are going to be monthly, it's less effort.

I think the agenda thread is enough of a reminder, but whatever, I've dropped that commit from this PR with 1077f05 → f6f2514. I'll stop being the backstop minute-link poster, and folks who find the minute-link post useful can pick it up on their own (@vbatts posts minute links occasionally already).

Hmm, PullApprove seems to no longer count this [1]. Based on the
buttons (default:approved [2] vs. runtime-spec:approved [3]), I
suspect #902 (which landed a few hours after @hqhq's LGTM [4]) may

@tianon take a(nother) look at this PR?

On @caniszczyk's recommendation, make the meetings 5pm Pacific on the first Wednesday of each month.
I've also removed the requirement for posting minutes to the mailing list. We have a good track record of pushing MeetBot minutes to the same place, so I don't think we add any usefulness by mailing that link to the list. I'm happy to split that off into a separate PR if there's any pushback on it.
