  1. Fix vulnerability in RateLimit contract by updating timestamp even when at max allowance to prevent stale timestamp exploitation.
  2. Gas optimization: public function -> external function, memory -> calldata
  3. Remove redundant zero address check, since transferOwnership will check zero address
  4. Update token names in deployment scripts
