When using spec reporter and running test in watch mode, print an info message containing the current datetime when tests restart. Fixes: nodejs#57206

The issue had a lot of people trying to fix it without success, let me know if there is something I can do to make it through approval this time, this is something I'd like to land for the spec reporter.
