Describe the contribution

• Fixes Add LC_SAMPLE_AP_ALL_MID to use a cmd w/ no parameters to process all watchpoints #76
  • adds a simple command to sample all action points - this way is more clear than the opaque version of having to add specific parameters to the LC_SAMPLE_AP_MID command

Testing performed
GitHub CI actions all passing successfully (incl. Build + Run, Unit/Functional Tests etc.).
100% coverage is maintained with the new tests that are included.

Expected behavior changes
No change to existing behavior other than the new command that is now available.

System(s) tested on
Debian 12 using the current main branch of cFS bundle.
