Add Desktop flows inventory troubleshooting documentation

Desktop flows sync runs in incremental mode by default, syncing only new flows not yet in inventory. Users expect all flows to appear but see empty [] outputs for environments where flows already exist in inventory.

Context

The Admin | Sync Template v4 (Desktop flows) uses this logic:

Users seeing [] have flows already inventoried. Environments showing "click to download" have new flows. This is working as designed but requires documentation to explain incremental vs. full inventory modes.

Follows same pattern as TROUBLESHOOTING-PVA-SYNC.md for consistency.

Describe the issue

We have noticed that the "Admin | Sync Template v4 (Desktop flows)" is not listing newly created Desktop flows for some of our environments.

As an example, on the left in the screenshot below, the output value shows "[]" but we can see there are a few recent Desktop flows created within the last week by going into the environment as an admin in the Power Automate maker portal. On the right example, it shows there is an output "click to download" for another environment listing newly created Desktop flows correctly.

Here is the environment example from the left above showing two Desktop flows created on January 22nd and 27th in the Power Automate maker portal.

Expected Behavior

The expected behavior would be that desktop flows created within the last week be detected consistently in all of our environments.
