Fix AdminURL connection for SPO and M365DSCPermissions

This PR fixes the connection to the AdminUrl for the SPOSearchManagedProperty as well as a property selector issue when evaluating permissions of the resources.

This Pull Request (PR) fixes the following issues

• Fixes Get-M365DSCCompiledPermissionList Required Roles issue #6882
