Add PSScriptAnalyzer workflow for code quality checks

• Separated Workflows, Pester and PSScriptAnalyzer were moved into their own workflow.
• fix: updated the location of the issue templates.
• fix: updated the directory for the workflows to operate, it was workflow vs workflows.
• added workflow dispatch for manual operation.
• fix: moved Contributing to a dedicated file to align with community standards.
• fix: clean up whitespace in csproj file.
• fix: README - added a section describing how to execute the unit-test within the repo.
• fix: psd1 file was updated with the repo location.
