These new KGO look good (thanks for making the grids small!), but may require some metadata tweaks depending on the responses to the main code review.

In support of the delivery of the IMPROVER Turbulence Index capability (TurbulenceIndexAbove1500m_USAF), this PR provides data files for conducting acceptance testing of said class. A PR for the introduction of TurbulenceIndexAbove1500m_USAF into IMPROVER will follow shortly.
