This PR updates and corrects version values for all browsers for the `toJSON` member of the `PerformancePaintTiming` API. LGTM, and in accordance to https://github.com/mdn/browser-compat-data/blob/main/docs/data-guidelines/api.md#when-members-are-moved-down-the-prototype-chain (previously, the method was inherited from PerformanceEntry).
PS: Should we add a subfeature serializes_PaintTimeMixin_attributes corresponding to this spec change anyhow?
