Update to sync with upstream SEEP repo.
* Extracted interfaces for policy rules components (action, threshold, constraints, etc). * Fixed bug in rule evaluation code and improved handling of edge cases (less samples than needed, additional tolerance for time thresholds, etc). * Minor refactoring in master and slave factories to accommodate additional use cases. * Created new unit tests and fixed broken tests to verify new behaviour, especially around rule evaluation.
