This commit addresses several areas: - Extracts magic numbers to constants (quorum, timelock). - Adds bounds checking to `getDelegations` to prevent DoS. - Fixes `getCurrentNonce` logic. - Standardizes pragma versions. - Updates quorum calculation to use constants. - Adds documentation notes to tests. - Generates review documents.
