It seems that after #106 the make publish command is broken

This PR updates the Makefile to restore the publish functionality.

⚠️ The publishing part is not fully tested yet

Moving this back to draft as I noticed that CI is failing

Kudos for fixing this @nik-localstack - just gave it a try locally (released a new version already), works smoothly. 👌 (already verified locally that the new extension installation works in the container 🎉 )
