Summary

This PR promotes Luca (@acul71) to the role of Maintainer for the py-libp2p project.

Why do you need this?

Luca has contributed significantly to the py-libp2p project over the past year and is now an expert on py-libp2p. He is volunteering to help lead the maintainer duties to get the project to the 1.0 release milestone.

What else do we need to know?

The py-libp2p project has a tradition of including a cute animal picture in each PR; here is the one for this PR:
