LLVM support comes with a break in the API for libhal-exceptions. Specifically, we are removing hal::set/get_terminate because the user can simply call the std versions of these APIs and get the same behavior. The new way to override the exception allocator is by making our own inplace new operator with our type
ke::exception_allocation_tag.
