This is really just to handle the fact that Moto internally refers to the `lambda` service as `awslambda`, but I've generalized it under an instance property in case we have to handle other mismatches in the future.
This is an interim fix for a specific Terraform deserialization issue. The underlying root cause, that the backend is storing `datetime` values as strings, will have to be addressed as part of a more comprehensive integration of the entire backend with the new core serialization flow.

Pinning to this old provider version was masking errors encountered with the latest version(s).
The new request parser automatically decodes Base64-encoded blob types.
Remove static XML strings in favor of loading resource data.
