ci: Revert "Retry logic for linting step (#34059)"

This reverts commit 9b524ac. It seems like as it stands, failures in runLinter are not propagated to $?, which I would expect based on set -o pipefail. Maybe it's a landrun thing. I'm not sure if I introduced it but I want to revert just to be safe.
