chore(examples): add speech recognition DDP notebook

What this PR does / why we need it:

This PR adds a notebook-based PyTorch example for speech recognition using DDP, aligned with existing Kubeflow Trainer example patterns.

The notebook is adapted from the earlier work in PR #2830, simplified to a notebook-only format, with references to the Trainer getting-started documentation.
The example follows the existing file and directory naming conventions used in the repository (e.g. fine-tune-with-<technique>.ipynb under examples/<framework>/<use-case>/).

Local pre-commit checks were run and pass successfully.
