kube-HPC/hkube#2326
Added a new timeline component.
When the queue time is greater than 0.75 seconds, the component displays Start Time, Queue Time, and Active Time.
Otherwise, only Active Time is displayed.
The Start Time column is hidden by default and can be shown via the Columns menu. Its behavior remains unchanged; only a tooltip was added to provide additional information.
