Instead of assigning hash slots based on a hashing function, we calculate the number and range of hash slots to move to a new master node from existing master nodes.

This is still a work in progress. Will need to do integration testing. Also, I need to add things to the README. Essentially, this allows cornucopia to be used as both a standalone microservice or as a library dependency.
