Description

Adds a small Nemo guardrails PII detection example - this is currently invoked as an additional "internal" context forge plugin. Fixes were made to change the "deny'/continue_processing: false case to return a 200 with an error body, instead of returning an error that would stop the stream and not be interpretable by an MCP client.

Paths are fairly hardcoded and log levels high

Next steps are likely to verify external plugin ability
