This commit standardizes the use of GCLOUD_PROJECT_ID across the repository to reduce confusion. It replaces all instances of PROJECT_ID with GCLOUD_PROJECT_ID in the CI/CD pipeline, documentation, and migration tool.

This commit standardizes the use of GCLOUD_PROJECT_ID across the repository to reduce confusion.

Key changes:
- Updated `.github/workflows/deployment.yml` to use `GCLOUD_PROJECT_ID` as the environment variable for the project ID.
- Updated `cmd/migrate/main.go` to accept a `gcloud_project_id` flag instead of `project`.
- Updated `README.md` and `MIGRATION.md` to reflect the changes.
- Fixed a typo in the `docker push` command in `README.md`.
