AWTRIX 3 Release 0.95 brought support for overlay effects. This PR implements the following overlay effects: "clear" "snow" "rain" "drizzle" "storm" "thunder" "frost"

@iamdabe - can you add a toggle into the configuration vars so we can disable this. I'm happy to have it default on if you want ... and I'm ok with the 1min update change as well :) |

I just reviewed it -> I need you to make it so it can be toggled on/off in case folks dont want it. I dont' want to add it by default. And I'm happy to update it to |

That's on me! I had completely forgotten about this PR. i'm away at the moment but i should be able to patch it up next week and resolve the conflicts + make the selection to turn the weather effect on/off!

Also changed default refresh to 1 minute as 5 secs is a bit much.
