Feature Parity Plan for Python Rules Compiler

Based on the compiler comparison document and analysis of other compilers, the Python compiler is missing:

Missing Features

• Investigate current Python compiler capabilities
• Add interactive menu mode (like Rust and .NET compilers)
• Verify configuration validation is properly exposed in CLI (already exists in code)
• Add comprehensive test coverage for new features
• Update documentation to reflect feature parity
• Test the interactive mode end-to-end
• Verify all CLI options work correctly

Update the rules-compiler-python to have feature party with with the other rules compiler projects. I am not especially familiar with python, but my users want it supported.
